T.E.A.C.H. Early Childhood® Pennsylvania: a scholarship program for child care workers to complete course work in early childhood education and to increase their compensation.

Tiered Reimbursement Rates

A tiered reimbursement plan for programs meeting progressively higher quality standards, with some possibility for reimbursement going to compensation, is currently being rolled out in Pennsylvania.

Unionization

1199C sponsored the formation of the United Child Care Union. It is affiliated with NUHHCE/AFSCME. Its main organizing effort in Pennsylvania is with a for-profit chain, Allegheny Child Care Academies, where they recently won a contract.

Wage Incentives

Pilot Wage and Retention Initiative. This initiative would provide awards to family and center-based programs serving a minimum number of low-income children. In addition, all staff who meet program requirements are eligible for bonuses every six months, ranging from $300 for those with high school diplomas to $3500 for teachers with BA degrees in early childhood education. $2 million has been allocated in the state budget for a pilot program.

QUEST (Quality Early Education through Salaries and Training). QUEST is a comprehensive initiative to improve outcomes for children in Pennsylvania through recruitment and retention of qualified early educators. The goal is a fully-funded, well-financed system of Early Education and Care in the state that is accessible to all children who need it, offers quality programs, and has well qualified and adequately compensated staff.
